Romans 11:30-32

³⁰ For just as you once were disobedient to God, but have now received mercy through their disobedience, ³¹ so these also have now been disobedient, that they also may receive mercy by the mercy shown to you. ³² For God has imprisoned them all in disobedience, so that He might be merciful to all.
